Bathroom Fitting

Should a vinyl floor in a bathroom be laid before the toilet and basin are installed or after?

My plumber has told me he would like the flooring in the bathroom to be laid before the toilet and basin are put in but my builder has told me the vinyl would usually be laid after they had been installed. Is one way better than the other? Please can someone let me know. Thank you both - both of you have said the same thing which agrees with the plumber. I know where I stand now.

I always lay the vinyl first so that there is no joint at the back of the toilet or pedestal. Hope this helps
