Drained cold water tank to fix tap, tank now filled but no water flowing

You probably have an air lock.

you have an air lock in the system that needs to be flushed though

it is air locked try running hose from main to tap and open up it will push air out and the water will flow

Definitely an air lock, pushing mains pressure through the pipe will release it. There are a few other techniques you can use, but mains flushing is the most straight forward.
