Laying paving slabs and slate chippings

I have someone laying slabs and slate chippings in my back garden. He has put down hard core and a little sand and because he ran out of sand, he is now putting down 20mm slate chippings to finish off where he ran out of sand. Next he is going to put down a membrane before spreading the rest of the chippings. Will the slate chippings he has already put down not split the membrane when walked upon? Has he done this right?

Sharpe sand should only be used for the foundation of the slaps and available membrane ideal for the foundation of the chippings.
