Sealing plaster over concealed cold water pipe in brick wall

What should I use to seal new plaster over a concealed cold water pipe, to prevent discolouring from condensation, before painting? I was advised to paint gloss paint as a sealant but this peeled slightly on the cold area over the pipe (I have now scraped it off). I don't think the plumbers insulated the pipe when installing it but I can't afford to chase the pipe out again to lag it.

seal plaster with a arcylic sealent..not PVA as PVA is a skin so paint sticks to skin and peels...try that before using gloss paint
