Mains water pipe affecting new drive

i want to put a new shingle drive drive in, i am not changing the actual entrance onto the high way so i understand that it is classed as landscaping. The problem is that there is a water mains pipe that runs directly through where i need to put the drive in, the pipe is aprox 2 mtr down but i need to go down to this height! So firstly whose responsability would it be to pay for it to be moved and if involved what sort of cost would you be looking at to move about 15mtrs secondly is there a specified below ground height for water mains! Please advise of any and all options!!!!!

A water main should have 750mm of cover (above it), why do you need to go 2meters deep/depth ?

The water main is your responsibility up to the boundary of your property.
