When is first fix plumbing complete for an ensuite shower?

We have recently had an extension with a new ensuite. The builder's plumber has done first fix feed and waste pipes for the sink and toilet, but no pipework for the shower and the shower waste is supposedly done but under the floor - so needs bringing above before we can lay floor tiles. Both plumber and builder say the first fix is finished, we say it is not?

first fix is complete when all hot and cold pipes and all waste pipes are in position.

I'd say from what you say that this 1st fix is not finished, unless your having surface mounted hot and colds feeding your shower and they are possibly ready to be bought down the walls on the finished tiles, this is not complete, also if you are having a low profile shower tray the trap/waste will be under the floor, but if your having a shower tray on legs the wastes will need to be brought up under the tray so you can close in any floors or ceilings, and if the shower pipes are ment to be in the wall they will need to be in there so you can close the wall up ready for tiling,
