2 holes in exterior wall needs filling. - Bricklaying job in Portsmouth, Hampshire

Last year I had 2 old gas fires removed from my 3rd floor flat bedroom walls and central heating installed instead.

Removing the 2 gas fires and vent essentially left 2 holes in the building; these have been blocked off from the inside, plastered over and painted etc. But on the outside of the building there are still 2 giant holes where the vents used to be.

I will attach photos - mine is the 3rd floor flat with no vents.

I'm unsure of the best way to go about fixing this. Both holes need blocking off so they can't let any water or damp in. If it rains it's going to start causing damp for the flats below me if water goes in the holes!

In addition my neighbour in the downstairs flat has noticed some polystyrene beads that are used for insulation on the grass downstairs and this must be from where the holes are exposed 🙁

Are there any services your company could provide to have these fixed please? Or at least perhaps I could hire a cherry picker from yourselves and employ someone else to do the actual work on the walls?

Added 10th November, 2021: -------------------------- Please see photos attached - mine are the 3rd floor holes which just need silicone and probably some sort of cylindrical pot to go in there.
