Damp on bottom of exterior wall - Damp Proofing job in Enfield, Middlesex

Job description

There is damp in the corner and along the bottom edge of an exterior wall. I'm tempted to say it's just condensation, as it's an exterior wall an there is no heating or ventilation against it.

Also, it seems better where there is nothing against the wall (there's usually a storage box there).

However, there also appears to be a 'tide' mark and some paint appears to be bubbling and in some places peeling off.

Don't know if it's related but some of the bricks seem a bit crumbly on the exterior at the bottom.

I'd like for someone to identify the cause and suggest treatments and and a quote for putting it right.
