Storage heater not working - Electrical job in Rotherhithe, South London

I have a tenanted flat, and the tenants have just reported two issues which I need to deal with ASAP.
1) The wall-mounted storage heater in the bedroom is not working. I don't think this has ever worked since I bought the place a couple of years ago.
It needs to be tested to ensure it is receiving an electricity supply - I think the mains loop it is on is only turned on at off-peak hours. If it's got power, then I need to find out if it can be repaired or whether it needs to be replaced.
2) Apparently the lights in the open plan kitchen have blown and the switch (dimmer) 'sparked' when it was last turned on. I would like the light circuit to be tested for problems as it was installed by the previous owner, and this is the second time it's blown the capacitor on a dimmer.

Turned up as promised, liased with my managing agent to collect the keys without problem and diagnosed and fixed the fault promptly. Explained the problem in layman's terms and was honest about the work involved. Very helpful - would use again.
