I am planning on putting up a shed in the back garden but would like to know whether I can build a base on top of a concrete floor. The floor is uneven and I would like to add a layer of cement or something equivalent as the base before building the shed.

I have a victorian property and have recently realised that the internal wall on the ground floor opposite my bathroom has a rising damp line of about a meter high and the paint at the bottom has a bubbling like texture along with yellow stains which I assume is the beginning of mould growth.

My question is basically whether this is a result of condensation (hot air from the bathroom hitting the cold wall) or a more serious issue. If it is rising damp I cant think where the water/leak is coming from, any ideas?

Thanks for your response - the wall is an internal party wall - do you think I should check with next door to find out if any water could be coming from their side?
