Loo with weak flush

Hi we've just moved in to a property and we're finding that the loo's taking 2-4 flushes to take all the contents down.
We've tipped a full bucket in and it doesn't overflow or have water come near the top.
What we have noticed though is that the bowl's always got roughly the same level of water during the flush, so there's no suction occurring as on most loos.

Would it be best to replace the whole unit or could it be that the existing fitting simply requires some work?

If you feel the unit needs to be replaced, then we would also look to have the taps for the sink replaced as well.

Also, our toilet needs to be flushed two or three times for it to be fully cleared. It's nothing to do with the settings inside the tank. The float ball is set as high as it can go. Would you have a suggestion as to what the problem might be? Also, we need the cistern lever to be replaced.

We have a saniflow toilet that we would like put onto the mains, we have to have or kitchen floor replaced so it would be an ideal time to have it done the pipe would need to travel about 20ft under the house. Alternativley it has been suggested that the pipe could go under or dinning room and join our current waste pipe.
